A TDU2 livery from https://login.project-paradise2.de/liveries.php (login using your in-game username/password), make your own, or get it from another source.
Open the livery with GIMP and then go to File/Export as...then click on Select File Type (By Extension), select DDS image, and then Export. Another window will pop up and select Generate mipmaps, then OK.
Now open TDUMT II - Texture Converter [by Knyazev] and click on DDS -> 2DB.
For source *dds file: click on the folder icon and select your DDS image livery, then click on the Convert! button.
Rename your saved .2db file to something simple and descriptive like skyliner34.2db.
Open TDU2VPE and select the car you have the livery for.
Click on Miscellaneous/Sensitive data/File name definition and in the Sticker; box enter the filename of the 2db file you made (don't include the 2db extension in the filename), then click on Apply at the top.
Copy the new .2db livery file into the \Euro\Bnk\scenarics\stickers\ folder.
When you start the game, the livery will automatically be on your car and even the car at the dealership. As long as you don't remove or delete the sticker from the car, the livery will always be there in your game.
[Optional Step]
This next step will take the livery loaded from the game and save it into your gamesave file so that it will remain on the car. For instance if you un-installed then re-installed the game, the livery is still saved in your gamesave file for that car.
Start the game and head to the sticker shop in your car with the game loaded livery.
Apply a transparent sticker to the car and pay for the sticker.
Now you can delete the sticker from the game in TDU2VPE so it does not have to load this sticker every time the game starts and your livery will remain on your car since its saved in your savegame profile.
You can remove or keep the livery .2db sticker file in the \Euro\Bnk\scenarics\stickers\ folder, it will not be loaded by the game anymore, but it will remain on the car from your savegame profile if you did these optional steps.
